This is the visible operator surface for HQ native tools: route, action contract, status read, execution endpoint, mode context, and receipt path. Network OS remains a docked station bundle, not the top-level authority.
BVK rule: backend proof cannot substitute for visible operator control. Registry missing, zero tools, zero stations, or a wrong body marker is a release block.
